As part of the UN’s ongoing crisis response to prevent humanitarian catastrophe and economic collapse following the August 2021 shift in power, UNDP is implementing its flagship programme, ABADEI (Area-Based Approach to Development Emergency Initiatives). The ABADEI Strategy applies an area-based integrated approach that safeguards livelihoods, strengthens community resilience, and complements short-term humanitarian assistance with recovery-oriented interventions. It focuses on poverty reduction, climate resilience, social cohesion, and rehabilitation of small-scale infrastructure critical for basic human needs.
Background and Objective of the assignment:
The ABADEI Project is tailored to area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with safeguarding livelihood and strengthening community resilience. It is centered around addressing worsening poverty and vulnerability, supporting community resilience and social cohesion, addressing climatic vulnerability and enabling the rehabilitation of small-scale infrastructure vital for basic human needs. It supports the creation of immediate sources of income through vocational skills training, cash-for-work, cash for market, small businesses and livelihood opportunities with particular focus on agri-business and regenerative agriculture infrastructure and services (critical for food security) that are under threat. It is sensitive to the chronic and newly emerging vulnerabilities of Afghan women and girls and aims at providing them assistance in a manner that does not exacerbate their susceptibility to violence and deprivation of opportunities and rights. In addition, the project has a very strong focus on women’s empowerment, creating enabling conditions for women by women, ensure community outreach is strengthen and adapted that ensures women’s participation meaningfully.
The Livelihoods Officer will assist in implementing the ABADEI activities in UNDP Regional Project officer, providing technical support across all the phases of the project cycle on livelihood outcomes. Therefore the livelihood officer is expected to meet the higher archeic objectives of ABADEI livelihood related outcome, which includes but not limited to:
• Designing and implementing gender-responsive livelihood interventions, Creating immediate and sustainable income opportunities; Reducing gender gaps in access to resources, markets, and decision-making, with particular attention to women, youth, people with disabilities, and other marginalized groups.
• The position will also promote women’s economic empowerment (WEE) through tailored interventions that address barriers such as unpaid care work, mobility restrictions, and intra-household power dynamics.
• Work in close collaboration with local communities, women’s CSOs, cooperatives, and enterprises and families to address the intra-household challenges that women experience.
The assignment aims to provide technical expertise in gender-responsive livelihoods programming that enhances household resilience, promotes equitable access to resources, and strengthens community cohesion. It aligns with ABADEI’s broader objectives of poverty reduction, climate resilience, and social stability, while being sensitive to the chronic and emerging vulnerabilities of Afghan women and girls and ensuring assistance empowers rather than exposes them to additional risks.
Scope of work:
The Livelihoods Officer will provide technical and operational support for the design, implementation, and monitoring of gender-responsive livelihood interventions under the ABADEI programme implemented in the regional project office. The Livelihoods Officer will work under the supervision of the Area Manager and in close collaboration with other ABADEI program staff in the country office. The Livelihoods Officer will have the following duties and responsibilities:
- Conduct/ support in the need assessments and market analysis, paying particular attention to gender roles, access and control over resources, time use, unpaid care work, and barriers faced by women, female-headed households, and women with disabilities.
- Providetechnical support to design and implement integrated the livelihoods projects including vocational training, cash-for-work, small enterprise development, agri-business, and regenerative agriculture, access to finance, ensuring that women’s economic empowerment (WEE) is a central outcome in line with ABADEI outputs. Support strategic planning and design of livelihood components within ABADEI
3. Provide technical support infor designing, implementation, and monitoring of livelihoods projects (both on-farm and off-farm), with a focus on the market linkages/value chain development specific to agriculture/MSME development, including supporting the climate smart agricultural value chains while mainstreaming disaster risk reduction.

4. Contribute to the development of technical documents/specifications for the market surveys and capacity building of beneficiaries on various skills/activities.
- Ensure the project intervention mainstream GBV risk mitigation, protection principles, address issues that may trigger conflict over natural resources, and activities do not exacerbate women’s vulnerabilities but instead enhance their agency, safety, and decision-making power.
6. Ensure that UNDP projects have synergies and are complementing other actions carried out in the same implementation area.

7. Ensure grievance redressal management has been mainstreamed in all livelihood interventions, which is in place and functional.
8. Ensure compliance with and implementation of UNDP’s corporate guidance, with focus on social and environmental standards.
9. Support visibility of UNDP interventions, including contributing to communication products and field stories with focus on Economic Recovery, Women’s Economic Empowerment and gender-sensitive value chains.
10. Ensure that the project records, data and report are accurate and contribute to quality data inputs towards AIMs and CO Gender Dashbaord, in addition field monitoring reports contribute to the preparation of high-quality reports.
11. Regularly coordinate with other staff in the region and cooperate with staff in other regions. Develop and maintain good working relations with communities, partners, other UN actors and any other stakeholders
12. Monitor and Report interventions, following the approved main M&E reference documents (M&E Manual, Result Chain, project document, etc.).
13. Monitor and report overall progress on achievement of results.
14. Develop SMART and result-oriented indicators and guide and coordinate the review of the program results framework.
15. Provide inputs, information and statistics for any other relevant monitoring or reporting exercise to management, UNDP or the donor.
16. Coordinating across the available components of the project to ensure effective implementation of M&E and Management Information System.
17. Monitor all project activities, and progress towards achieving the project output. Ensure all critical risks are identified.
18. Perform any other duties as required by the supervisor.

Institutional arrangement: The Livelihoods Officer works under the supervision of the Area Manager, in coordination with other ABADEI program staff at the regional and national levels.
Payment: Payment made by Moore Afghanistan upon approval of monthly timesheet by Area Manager
Travel Cost and DSA: Salary is inclusive of DSA and Travel Cost

Experience and Skills:
Bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields
Experience and Skills:
· 3 years of experience with Master’s degree or 7 years of experience with Bachelor’s degree
· Proven skills to conduct assessment and analysis of market/Livelihoods related activities.
· Experience in Agriculture, Livelihoods, Rural Development, Natural Resource Management..
· Experience with national / INGO experience in the related field.
· Knowledge on gender mainstreaming, GBV/SEA integration into project, training skills on gender, PSEA and conflict mitigations will be preferred. [ in case of capacity gap, person is expected to spend substantive time to improve beyond working hours]
· Strong knowledge and understanding sub-national institutional contexts of Afghanistan
Competencies:
